February is dedicated to Paul Allen LeBlanc my father a missing person 2/2/2003.  Stay tuned for updates on Silver Alert and SALT - Seniors and Law Enforcement headed by Ralph O'Neal.  We must protect the elderly they are as vulnerable as children!

The Silver Alert Bill has been passed in 2008 for MISSING Seniors. TAKE ACTION by contacting legislature in Louisiana to have a protocol for MISSING persons.

What does it take to create change?  A man to go MISSING AND NEVER FOUND?

It was February 2, 2003 – seven years ago when my father Paul A. LeBlanc age 69 went for a bike ride in Flowers Estates, a Covington neighborhood. Hours later became a statistic for missing persons. For the newcomers to the area, this was not a Katrina event. Paul was a youthful senior - physically fit man that went missing while biking with a chronic health condition as Parkinson’s Disease and early dementia (Alzheimers’s). Paul was a native of Madisoinville, a newly retired businessman at the age of 69 , a veteran, and more importantly my father - Paul A LeBlanc. How does one accept he is deceased by law but without a body of evidence.

We had to wait a period of almost two days to put this in the media! Keep in mind the shuttle had exploded, there was major oxycontin drug bust occurring and Mardi Gras floats cascading down every city street with live media coverage? Can you imagine waiting while your parent or child could be injured, abducted, etc? He was as vulnerable as a child witn bouts of dementia, and mobility issues not even considering the weather elements or bitter cold temperatures and rain. Although, this case is quite an unusual mystery, I cannot let it just fade away without change happening as it has altered my own health and path. The Silver Alert Bill HAS BEEN PASSED. Let’s network to go to the next level.

The fact remains that my father was never found in this state of Louisiana or ANYWHERE. Did he become immobilized in the woods and rode into the Tchefuncte River by accident, or get off the bike to follow a path in the heavily treed woods in Flower’s Estates? Did he set the bike down to walk on the path to be surrounded by nature? Having a chronic health condition as Parkinson’s with bouts of dementia was high risk of being alone! After having to recently prevent him from driving an automobile do you tell your father no you cannot go for a bike ride either or do anything alone ever again? These health conditions have a fine line of when and where one’s condition can progress leaving the patient being immobilized, confused, or vulnerable to the elements or criminal minded persons etc…Was he murdered? Was he hit by a drunken driver? Was he picked up and then harmed? Or was it suicide? What network was used nationally for this case? Or was there one truly in place?

My goal at this point is to do my best to network with organizations such as SALT – Seniors and Law Enforcement, national news media, and groups to be a voice to create medical awareness. The SILVER ALERT HAS BEEN PASSED in 2008 by legislature. It takes a personal story to get people to understand how painful it can be when it happens – you never have closure if they are not found. Now let’s create MOVEMENT to have protocol in place for the next missing family member to be found. Our northshore community is a more prestigious community that is family oriented. People live here for safety, nature, and the sense of family oriented neighborhoods. Therefore, we need to put our resources into action to prevent it from happening to your parent, or child. If Amber Alert is not refined and in place Silver Alert cannot work effectively. I am asking you personally to take action and contact your legislature for a system to improve the safety of our families in the state of Louisiana.

What is truly in place at this time if it were to happen to your dad, mother, or child?
